When this report was commissioned, there was no concrete reason to assert that the transatlantic partnership would undergo a profound reshaping. The original intention was to illustrate the interrelated economic and security implications of key facets of industrial policy in the US, UK, and EU. Today, however, we view this report as both a diagnosis and an action plan for a strategically disadvantaged and newly threatened European continent, which is now sharply aware of its unmet security needs. Sourcing, progress, and protection — the subjects of each volume of this report — will all be essential for Europe not only to survive in its current form but to find ways to thrive despite adversity.
